The Smart Zambia Institute is a Division under the Office of the President mandated to coordinate and implement electronic government (E-Government) for the citizens, businesses and within government for improved service delivery. The Institute was established through a Government Gazette notice No 836 of 2016. Government established the SMART Zambia Institute (at the time SZI) and followed by a launch by His Excellency the President of the Republic of Zambia on 22nd October, 2015. In March, 2016, the Ministry of Finance approved and granted Treasury authority to SZI.

The Vision of the SMART Zambia Institute is to be an effective SMART Government Institution enabling Zambia to be a prosperous and globally competitive knowledge based Country by 2064.
The mission statement of SZI is “To provide efficient, relevant and transparent e-services to the Citizenry using affordable and available Information Communication Technologies for the attainment of a smart Zambia”.
In facilitating and supporting the development of a sustainable, competitive, and vibrant ICT sector, the Centre of Excellence shall uphold ‘Professionalism, Commitment, Reliability, Transparency, Accountability Integrity and Confidentiality’. Through this statement, the Centre of Excellence pledges to uphold these values in order to deliver timely quality e-services to the satisfaction of all stakeholders.
The Goal of SZI is “To increase coverage, access and efficiency in the provision of Information and Communications Technology and e-Government services in order to contribute to sustainable national socio-economic development”.
Muchinga Province is located in the northeast of the country and was created in the year 2011 after detaching it from mother province – Northern Province. The name of the province originates from the Muchinga Escarpment; on which it predominantly sits. The province elongates from southwest to northeast and is located on both sides of the Muchinga Mountains (Muchinga Escarpment).
